When you setup the controls on the command line also include the -input-system=rawinput. Go through all of the key settings, OR just update your config file like so (Notice the MOUSE6 and MOUSE5. Yours could be MOUSE? depending on other mouse devices connected to your computer).

You can use our Controllers Mice Utility to see what your Mouse Order is. Our Raw Input Mouse 6 is our Light Gun Player #1. Our Raw Input Mouse 5 is our Light Gun Player #2. If you unplug your mice at any time, this mouse order might change.

This also assumes you have your guns configured as Absolute Mouse, and the On-Screen and Off-Screen trigger are set as Mouse Left and Mouse Right as shown here:
